Build four document layers

The seller layer identifies who is making the offer and receiving payment. The transaction layer records the animal, price, deposit, cancellation and handover terms. The animal layer covers identity and available veterinary history. The travel layer applies only when movement is planned and depends on origin, destination, route and whether ownership is changing.

Do not use one document to answer a question it was not designed to answer. An EU pet passport records identity and health information for eligible animals; it does not by itself prove that a seller owns the animal or that a sale is lawful.

Check the internal sequence

Compare the puppy’s description, date of birth, microchip number and vaccination entries. For EU private non-commercial travel, official guidance says the microchip must precede the rabies vaccination for that vaccination to be valid for travel, and a primary rabies vaccination normally requires a waiting period before travel.

Do not automatically apply private-journey rules to a sale or ownership transfer. The EU’s public guidance explicitly distinguishes private movements that do not involve sale or change of ownership. Ask the competent authority or qualified professional which regime applies.
