Identify exactly where the mismatch occurs

Create a stop condition
Do not release final payment or start cross-border movement until the physical scan and official records match. A promise to fix documents after delivery transfers the risk to the buyer.
Keep the original files and corrected versions, with dates and the issuer’s explanation. This audit trail is useful if a marketplace, payment provider, veterinarian or authority later asks what changed.
